EU Twinning projects

Twinning is a European Union instrument for institutional cooperation between Public Administrations of EU Member States and of beneficiary or partner countries. The National Academy is currently active in a Twinning project with North-Macedonia.

Twinning with Georgia

June 2020 the National Academy for Finance and Economics started an EU-twinning with the Parliament of Georgia. 

The overall objective of this twinning project is to strengthen fiscal governance through enhanced budgetary frameworks, external audit, independent monitoring as well as participation and oversight of public finances. 

The specific objective of the project is to strengthen parliamentary oversight in public finances in Georgia; with the priority of enhancing independence and institutional capacities of the Parliamentary Budget Office, increasing the efficiency of the cooperation of the Budget and Finance committee with relevant institutions and other parliamentary entities, as well as civil society.

Twinning with the Republic of North Macedonia

In 2019 the National Academy contracted as a lead partner a twinning with North-Macedonia on strengthening their budget planning, execution and internal control functions. The twinning is contracted in a consortium with component leaders from  Bulgaria, Croatia and Latvia.

The overall objective of this project is to further improve efficiency and effectiveness of public spending through implementation of the Public Finance Management (PFM) Reform Programme.

Due to COVID-19 the start of the twinning encountered some delay. Fortunately, the project team was able to switch to an online start-up.
