Sharing knowledge and expertise: Risk Management and Data Analytics Training in Tunisia
From January 14th till the 16th, the National Academy successfully delivered two tailored training programs to Tunisian government officials. These initiatives were part of a broader government to government (G2G) program aimed at strengthening public financial management through knowledge transfer and sharing the Dutch experience.
Both programs aim to enhance the technical and analytical capabilities of Tunisian government officials by integrating theoretical concepts with practical interventions. The goal was not only to transfer knowledge but also to provide a comparative perspective by sharing how these areas are approached in the Netherlands.
Focused training for impact
The first training, focused on Risk Management, brought together 20 participants from the General Control of Finances (CGF), a sub division of the Ministry of Finance Tunisia. The second training, focused on Data Analytics, catered to 21 participants from the State Controllers Committee (CCE) that falls under the Presidency of the Government in Tunisia.

Ahlem Guesmi – General Controller, Ministry of Finance Tunisia
Ahlem Guesmi, a General Controller at the CGF, was among the participants of the Risk Management training. Ahlem has been an active participant in previous cooperation programs, including the Shiraka Public Financial Management program. Reflecting on her experience, she underlined:

Naïm Ameur, Director at the State Controllers Committee, participated in the Data Analytics training. With a focus on large-scale data management, this program combined advanced tools like Power BI and R with strategic planning techniques for data-driven decision-making.
"The course was both insightful and practical. It made me realize that planning data analysis is just as critical as mastering the tools. The Dutch approach to integrating technology with strategic objectives has inspired us to refine our processes in Tunisia."
Naïm appreciated the detailed presentations and documentation, which helped make advanced topics accessible to participants. He emphasized that the training would directly impact how state controllers analyze and interpret complex datasets in their day-to-day work.
